Are you saying, in the interest of the "common good", every taxpayer should be willing to reimburse anyone dumb enough to own, and stupid enough not to insure, a house that's in an area prone to flooding because it exists below sea level?? This is not a case of "self-interest" or "piggishness". This is a case of people failing to accept responsibility for their own decisions and actions.
