The only thing you're missing Eric is that the Supreme Court gets to be the final arbiter on what's an official vs. non official act. So if it's cut and dry, like greeting a leader of a foreign state for example, no need for the courts to get involved. If it's sketchy though and just not clear, for example, is it an official duty for POTUS to be telling the VPOTUS to NOT certify the election results of the country because he thinks there is fraud involved despite the fact that HIS justice department and 60+ court cases have said otherwise? This court said that it was definitely an official act...for trump. But who knows what the same court would say for Biden.
I trust Heather Cox Richardson and listened to a FB Live feed she just recently did. She knows so much about US history and the Constitution and I turn to her when I want to get a view about what is going on. She said that SCOTUS "booby trapped" this decision for Biden. They did that by requiring that the courts be the decision makers on what's an official act and what's not.
