Oh no, I don't think they are planning a war in that call. Yeah, I think they are attempting to discuss selecting who will run the government in Ukraine and they have thought through why those choices are best.
Supposedly, it was the Russians that recorded that call and released it. I am wondering, should diplomats having that conversation assume that they are being listened to and if they should, is what they are saying meant to be heard by the Russians?
It was interesting, after that call Nuland's comment on that coming out was "it was excellent tradecraft, the recording is crystal clear."
Is she saying with that comment, "We meant for you to hear that."
