I'm more inclined that anything Obama right now is to distract from Trump's utter failure at managing the pandemic he'd been warned about two months before he did anything but stop incoming Chinese air travel  in late January.

I agree he realizes Biden will utilize Obama at every turn during the campaign, and part of his effort is clearly in that direction.  but I think Trump realizes that when this Covid19 episode is chronicled, authors will calculate how many deaths were effected by a spreading virus that could have been weakened by each step that should have been taken, that his after-the-fact "one death is too many" defense will never mitigate.
