A little bit ago I read the unclassified email from Susan Rice to Obama where she expresses concern over Flynn's unusual contacts with Russia (and the one "former" spy).  In the email, there is concern by all about how this contact had to be dealt with "by the book." 

Now, my confusion lies in, what is the supposed scandal?  Are the Trumpies upset because they think Flynn's phone was tapped? 

Along the same line, I wonder if this is also another "outing" of intelligence gathering such as what happened to Valerie Palme and that THAT is the real scandal.  What I mean is, what if this information was coming because monitoring was being done on Russia's telecommunications and THAT is how Flynn's unusual contact was discovered and now the Trumpies are revealing that the US was monitoring them instead. 

I'm just confused at what the "scandal" here is...
