This makes a lot of sense although I suspect doing so (winning them to "your" side) is considerably more difficult than suggested here. However, Khan is basically describing Gen. Petraeus' strategy in Iraq. Not surprisingly, which general appeared to have the most success (post-invasion) during the Iraq occupation?
