Two things:
1) Whether or not the UN inspectors had integrity, the US government either didn't believe they did or made people think so.
2) Powell had to go on information from the George Tenet-led CIA . . . information that was likely slanted to fit the mission. I'd look to Tenet before Powell if you are searching for a scapegoat.
