The reason Husk went after USAID is they were investigating his fuckery in Ukraine with Starlink at the start of the war. He went after the FAA for investigating working conditions as well as grounding SpaceX after one of their rockets blew up and rained shrapnell on US Pacific territories (Maldives?). It's retribution, plain and simple.
The payment system? He's probably sold the data to the Chinese already.
