Last time something like this happened a whole neighborhood went up in flames. It is not a matter of conclusions, it is a matter of perceptions. If a minority group believe that they are being targeted with violence, then that is the only conclusion we should be concerned with.

Gee, could I just put the handcuffed person into the back of the car? Coffee or a whipping are the only alternatives?

I'm tired of the fact that the only time the allegations of police brutality get the spotlight is when there is some indisputable evidence such as video. If you were a TV producer do you really think that you'd wait for all the facts before airing it?

Yes, it is far more than just occasional. Police far too often act like they are above the law - that they are around to scare and dominate rather than protect and serve.
