I know, it is hard to assess and probably it is supposed to be hard to assess. The stupidity of what these guys do at times is blinding and by that I mean the things they do sometimes seem so stupid they can't possibly be bright enough to know what the hell they are doing. Perhaps, that is part of the game though. 

Like George Santos, he seems a total fool. I mean crazy stupid, but is he someone's asset or is he playing the fool blundering his way through these situations because he wants to see what happens? He was certainly not working with Republicans, I think they were pretty unhappy about him being around, so that looks to me like he was someone from the outside trying to create havoc for them...and he knew that but acted like he was just a moron. I don't know!

I would be most inclined to call him a dupe, someone's bought and paid for stooge. But as David will say, once you descend into this hall of mirrors, it is intentionally supposed to be hard to know what you are seeing and which direction leads out.
