Let's see here...

All through the 80's in Central American thousands and thousands of people were disappeared, many by people trained in the USA at Fort Benning's SOA - who was president? Reagan

In 1986 Saddam gassed 60,000 of his people - who was president? Reagan

In 1989 dissidents in China were rolled over by tanks when protesting for democracy - who was president? Bush

In 1991 after the first Gulf War Saddam killed thousands of Kurds who were led to believe the US was going to stand by them - who was president? Bush

My point is, the only time the Republican ruling class seems to truly care about human rights is when it suits their purpose.

My point is in all of the above cases if the Rebublican ruling class guard had re-acted  in a military way the result would be the same as it is today.  Anti-war protests and such.
Have a little left wing invasion of Kosovo and the media does not blink and eye. No protests. No attention

But to show I am not completely biased - one thing Clinton did that has always left a bitter taste in my mouth is do nothing when in Rwanda almost a million people were hacked to death in 100 days. Now, if our current president had used diplomacy much better he could have used this instance to show the UN can be quite ineffective.
And why did Clinton do nothing? What was going on in 1994 to distract him?
