Another significant detail we probably ought to consider, the context.

Your selection from scripture:

"...for I was hungry and you gave me food, I was thirsty and you gave me something to drink, I was a stranger and you welcomed me, I was naked and you gave me clothing, I was sick and you took care of me, I was in prison and you visited me."

Does the context suggest, or reference, human government as the responsible party? Anywhere? nearby? in the scripture, apart from The Law. In fact, God only gave his people Kings, after a lot of whining on their part to be like the peoples surrounding them; the Almighty preferring judges for their administration.

Anyhow, Jesus repeatedly said 'you', a reference to individual behavior. Know why that is? It's addressed thus, in Rev. 20:

12 And I saw the dead, small and great, stand before God; and the books were opened: and another book was opened, which is the book of life: and the dead were judged out of those things which were written in the books, according to their works .

13 And the sea gave up the dead which were in it; and death and hell delivered up the dead which were in them: and they were judged every man according to their works.

[ and the remainder of the passage. ]

14 And death and hell were cast into the lake of fire. This is the second death.

15 whosoever was not found written in the book of was cast into the lake of fire.

Throughout the Hebrew scriptures, regardless the dispensation, we being in the Age of Grace, the sons of men, are judged as nations in this physical realm, but thereafter, our true selves, that which carries our individual personality throughout time, and thereafter, into eternity, is the soul; which is an individual free standing entity. Which our creator said he will judge, individually.
