He has no answer to that, Peter. Even conservative "saint" Ronald Reagan understood that there are some instances where a tax hike has to be part of the solution.

I will say that I heard some congressmen here in Texas speculating that the cuts would be an illusion, and what you would have gotten effectively was a tax increase with little/no spending control, despite appearances. It's also possible/likely that they were playing to the fears of their audience.
