Yeah sure, anything that encourages people not to use is good, but only for people who have never used/drank in the first place, like the grade school kids you cited. For people who are already drug/alcohol dependent it is a ridiculously naive and useless statement, and that's what I was referring to when I keep seeing Just Say NO on urinal mats in BARS of all places.
