Hey, at least she attempted to do something about the drug situation, which by 1980 had only gotten worse since the 1960's.  If you had a child who fell into coke or meth or heroin use, I suspect you'd feel differently.  Yeah, sure, you can cite isolated reports of the CIA running drugs or some such.  But at the end of the day, every person has their own free will to start or not start using drugs (or alcohol).  Peoples' lives get ruined every day by this shit, and anything that encourages them not to do so can't be all bad in my book.  As the grandchild of pretty severe alcoholics, I am dismayed by the cynicism people exhibit on this subject.
