No free pass. I just think Rangel is so laughably wrong on the issue, that his comments aren't much worth taking to task. He'd be better off asking why more children of the rich don't serve the country out of sense of duty rather than discussing forced conscription. We all know what a failure that became during the Vietnam era. Ask any military person; they are almost unanimously against reinstating a draft.
