I think that's almost right.  When we refer to "they," we have to wonder who "they" is.  The paper mentioned that there were two paths that Cheney's team were considering, and both required huge investments.  The oil companies could obviously invest heavily in procuring more oil assuming that there is stability in the regions to protect the investments.  The other path was to develop other alternative energy sources - and WHO would be investing heavily into that?  Maybe there's a vacuum - only the oil companies are willing to invest, and only in what they know.  The rest, like the first 7 chapters in Cheney's report apparently is just fluff.
