Oh my David! You're serious aren't you? Damn, that's just about the most retarted concept I've ever even tried to contemplate.  And how well did that idea work for Russia anyway? 

Let me get this straight, so..first of all we let all personal responsibility fly directly out the window?  Offer up an even more blatant sense of entitlement to those who don't want to be responsible citizens and actually work for a living...after all it's easy money when it comes for free from somebody else and you don't have to do a thing.  I can see the allure there indeed (you just have to follow some corrupt government's idea of the rules). But at the same time we take away the one and ONLY incentive that the most productive country on earth has to keep out producing every other nation on the planet?

Yeah, that sounds like a good plan.
