OK, Dale, but if these folks already paid the fine/did the time for their drug "crimes", why shouldn't they (if they otherwise qualify), get financial assistance for school?  By denying them, some of them will be back out "on the streets", and you know what will happen then.  I do not feel people should be inordinately persecuted, especially when they already have been punished.  The notion that they are using the funds for drugs...you will need to prove that to me..that's an assumption, and anybody can do that...drug history or not.  Your argument doesn't make sense to me.
