Have you ever thought of writing a training manual or book or pamphlet, describing your veteran view of what it requires for good and effective policing?
You write well, and it seems to me that hearing from one who has been there, or say a group of you, who've observed what works and what doesn't, would be most desirably received by those concerned with making changes currently screamed for.
