Iraq still owes France something like $2 billion...and naturally, after this admin's previous unilateral acts of pulling out of/refusing to sign treaties and the like, Russia and France do not trust us when we say we'll cut them in on a perecentage of Iraq's 20% of the world's known oil reserves.
also, if you had France's war record, you'd be reluctant to go to war again, too. (but perhaps i make zee leetle joke dere)
