I point you to the 2018 OH constitutional amendment to end gerrymandering in OH. It passed by nearly 3/4 of the vote. But when it came time to do the thing the people voted for - the OH republicans did the exact opposite. Again and again until at some point they were able to get the OH supreme court aligned in such a way that what was unconstitutional became constitutional. I think the term that is used is ratfucked. As in 'they ratfucked it'. And with this knowledge - coming off the issue 1 passing the other day - my response to my wife was 'don't worry - it'll get ratfucked'.
