Peter's points are valid and combine them with the fact that elected Republicans have just decided fooling and lying to their voters is the path to success and the issue is Democrats become lost at sea.

I think the Democrats have issues on multiple fronts. One of them is how to communicate with voters but a rather huge one is that the Republican party has turned so corrupt and that if the Democrats stand there talking about laws, rules, ethics, morals, values, whatever...the Republicans laugh and continue to ignore all of those things because they have come to believe that you don't win elections with truth, honesty, obeying laws or rules. They now know they win by lying, cheating, stealing, conning their voters, and playing as dirty as possible. That is the winning strategy for Republicans and so...they will continue down that path.
Basically, I think the key here is the Democrats will never be able to reach nearly half the voters in this country no matter what they do because those voters just will never trust them and so will never hear a word they say. So, all they can really do and what they need to do is expose the sleight of hand. The tricks, the lies, the law breaking the Republicans are engaged in. To do that they have to hold elected Republicans responsible for their actions and for the lies. If they fail to do that, they will lose elections and they will lose the country. The fascist wing of the Republican party is driving the party and will take over the country.
I think they now are in a race to try to do that while Republicans try to stall and run out the clock so they reach the 2022 midterm elections and regain control of the House and or Senate. This is a possibility and if they do, look out. The Biden administration is already not popular, not just with Republicans, it is not popular across the spectrum.
Republicans see the blood in the water and they have a plan and are executing it. The Democrats have control of the White House, the House and the Senate...and they are playing defense.
Democrats finally got the infrastructure bill passed, bipartisan, and even shit bag Mitch McConnell said this is a godsend for the country but...ha...the Republicans have a plan for this too and it probably works. They want to sanction all the Republicans that dared vote for the bill and then as it rolls out and proves successful, the Republicans will take credit for a bill they were doing all they could to shoot down. It is hilarious in how stupid it is but they know their voters will embrace this strategy.
How do they know that will work? Hell, they have openly conned voters that CRT is being taught in schools when it isn't and they just won some elections on that. They actually won by telling voters they were going to ban something that does not exist. It's goddamn genius. They win the election and then say "Well, I have banned CRT. It's gone." and it is gone because it was never there in the first place.
How awesome is that?
