I have been in rooms with sexual assault victims and domestic violence victims and have seen exactly what people suggest is why women/victim's don't report these things - the system does victimize them again. These victim's often times believe their victimization was their own fault.

Cosby and Weinstein were extreme cases but what they did to Al Franken was done for future accusations. Hollywood is going to have to realize at some point that half their audience does not like to have politics on TV and movies 24/7. I won't watch any talk shows because of the constant blatant bias.
