Here's what I think;

Bush and Co. actually believed they were speaking the truth when they made these comments. Why wouldn' They depend on our intelligence (cough cough) agencies for this information. If these agencies are responsible for providing this information to the highest levels our government, they had better be damn sure they know what they're talking about. This is their job! This is what they do! If they get it wrong (and it's beginning to look like they did) then it's their heads that should roll. Don't shoot the messenger. Bush and Co. trusted the experts. If the experts get it wrong (and this looks like they were REALLY wrong) then you clean house. Get rid of 'em. Because they have made Bush look foolish, they made the government look foolish, they have made the U.S. look foolish, and worst of all, they made the French look like they were right!!!

Don't shoot the messenger. They were only trusting the experts. THIS is were our problems are.
