Picture an Ameriucan inner city, if the military built an armed perimeter around it, keeping everybody trapped in side, making sporadic raids to arrest or kill the worst gang offenders, but otherwise didnt maintain order. Add to that sporadic electricity, no clean water, no traffic lights, little food, poor communications, three digit temperatures, a massive number of fully automatic weapons and other military hardware, and no history of cooperation among its citizens.  Pretty tough situation, probably. 

It would actually be even worse than the above, for to truly duplicate the situation, our mythical innercity would have to have undergone a systematic, fifty-years long decimation of the civil services, the elevation of either the Crips or Bloods into a long-lasting, brutal and repressive dominant political force, and the replacing of the relatively mellow Baptist churches with a shrill, strict, rigid, and violent religious fundamentalism.
