Excluding DB et al, in the 80's, what was the most underrated and overrated band/musician?

For a band, one was Timbuk 3, though for a while it was just a husband and wife. Their lyrics were wonderful.

For overrated how about the advent of the hair bands. What a genre.

For a last question, what genre in the 90's and early 00's does everyone think is comparable to hair bands of the 80's?
