I liked that tune. Great hook. With the opening bars, I immediately thought of the Who, then it was kind of a meld of all those good 60's bands; I don't hear any Ramones in there, but definitely would fit under the Smithereens sound, except I like the singer in your friend's band much better than Pat Dinizio. Nothing original, but a good solid sound.
