When wasn't El Paso like Juarez? And what do you expect from a border town anyway?
That would be in the 60's, 70's and early 80's. I would expect a bordertown to curtail the influx of people coming over illegally. This town used to be a nice bordertown. No longer. Areas that were nice neighborhoods now are riddled with crime.
