My conclusion based upon this gibberish and many observations of Bush, particularly when he attempts to speak, is that he has an organic brain disorder. Seriously; and I don't say that with any malice or sarcasm. I don't know what caused it, but he has definite problems with language, including circumlocution, paraphasic errors, word poverty, syntax, and frequent poor vocabulary. I suspect it stems from a type of dementia which affects language and aspects of executive brain function. He is completely unable to formulate ideas and express himself. I cannot believe that his behavior has not caused his personal physician great concern. Perhaps it has, and the public has not been informed of any evaluations (if any were done) to screen him for a neurological/neurodegenerative disorder.
Yes, he could have burned some neurons with drugs and alcohol, but many of us have done that, and not ended up with a cognitive and language disorder such as this. So, I don't ascribe to the oft-mentioned notion that he is a by product of hard drugs and alcohol. I do suspect a real disease here...not kidding. One which comes to mind is the disorder Fronto-Temporal Dementia or FTD (not the florist, folks). It begins with language and executive brain deficits in middle aged males>females and progresses to involve a severe global dementia in it's late stages. It also progresses more rapidly than Alzheimers and is incurable.
As a neurologist, I would love to examine him sometime and at least run a Folstein MiniMental status examination. These are easy to do, and give a score (fully normal is 30). I'm willing to bet that he does not score over 25 which would place him in the questionable range for early dementia changes. I would also be curious, what a Brain MRI scan or CT of his would show. If he were a patient of mine, and I couldn't find obvious answers, I would also recommend he undergo a CSF examination (cerebrospinal fluid) and blood examination, checking for neurosyphilis (though he does not demonstrate the clinical picture), HIV or early cryptococcal meningitis.
Let us not forget that Reagan clearly had clinically overt Alzheimer dementia in the last years (YEARS) of his presidency, that was covered up as much as possible...to reassure the public. If there is something wrong with GW, nobody is gonna announce it, but the evidence is there. That verbatim you cited, is not only void of thought content, it contains evidence of an organic language disorder.
I'm curious. Is the confirmed presence of a neurological/psychiatric or serious medical disorder sufficient condition for removal? I don't know what the law is regarding this issue.
