I think me and the old woman would completely agree with Peter's analysis here. It was all of us. Nobody wanted this to happen and she wasn't blaming us for it...she was just disconcerted with her city and how they handled things. To her, it was a local thing that went wrong. She didn't blame you or me. She just thought her city might have done a better job is all. It wasn't a political thing to her at all. She didn't say it, but in the end, we all share the blame.
