'Cause he didn't want to show his ass? Also, probably he's trying to save some steam for a presidential run in 2008 and doesn't want anything to potentially get in the way of that. Remember he's gonna need to capture Democrat voters as well. And...if he does run, he'll probably get elected. The Bu$h Dynasty. Lovely thought (not).
