It is Clear what Cheney meant in his statement; very clear. And Marc, if you read other comments by other people on your link, they state the same thing.
For three years now the Bushies have been speaking like this - linking things in ways that they think allows them to say they never "meant" what people thought they meant, i.e., 9/11-Osama-Iraq-9/11-Hussein, and so on....
