Through the right wing news organ The Free Beacon, Rubio's campaign hired a firm that does oppo research called Fusion GPS, who on researching Trump's vulnerabilities found an unusual number of contacts leading to Russia, to such an extent that at great expense they hired a respected ex-British intelligence officer to investigate the Russian connections further. Hilary's legal team bought the very expensive oppo research package from Rubio's campaign when he bowed out in 2016. The so-called Steele dossier was not a dossier at all. It was an initial report from Steele to Fusion GPS, not meant for publication, and stipulated in the first paragraph to be raw intelligence, or potential leads, not a final product.

First, you're confusing and mixing up the Steele dossier and the Mueller report. Second, nobody said Trump was a Russian spy. Russian spies have training, are disciplined. Trump is an asset, easily manipulated due to his mountainous debts and gaping psychological wounds. Mueller showed the repeated contacts and ties between Russian intelligence and the Trump campaign in mind-numbing detail, and Trump again just recently showed it in action, resurrecting the convicted Russian contract agent Paul Manafort (whose criminal convictions were pardoned by Trump) and installing Manafort in an unspecified role in the Trump campaign. The entire GOP apparatus, including the news organs can be depended on to circulate Kremlin talking points, to the extent that recently deposed Fox powerhouse Tucker Carlson is a major TV celebrity in Russia.
