No actually I think Mr. Kristof, and his pal Krugman at the Times still get the "arrogant jerk-off" award.
Arrogance is not speaking your opinion, arrogance is implying that those who have an opinion and/or belief that is different from your own are somehow of "inferior" stock, as Mr. Kristof did in the article you posted. Kristof and his ilk at the NY Times are simple-minded bigots. That is all that there is to it. Rationalize it anyway you need to in order to get through the night.
