This country wasn't founded as a Democracy. Should you check in the the so-called Founders, you would find they viewed democracy as a sure
fire route to governmental tyranny. Which is why they, purportedly, developed a rule by law,
republic, which included direct voting by the populace for the House of Representatives which
house, controlled national expenditures; formally, when the system was in balance, Senators were
elected, and could be recalled, by state legislators. Democracy is rule susceptible to mob psychology, rather than a system attempting to achieve rule
via 'equality before the law' for all(which is arguably the American mythology-and preferable in my
opinion, what with be especially favorable to system of meritocracy). Anywho....
