It doesn't. But a project of that size probably wouldn't go through in Manhattan without faith-based exemptions. As for hatred of Muslims as a monolithic group, it's certainly irrational, but let's not pretend that it isn't at least partly earned. I have a very hard time finding anything appealing in that religion. And I work in the Middle East (at times) so I see it up close. And I grew up in a post-Islamic religion (blessedly, a much milder one). Americans are right to resists "Islamic values" especially where they are really just Saudi or Iranian cultural values in disguise.
