Honestly, in some cases yes. That said, anyone living down here in a state with a southern border to Mexico knows that it's more than that. In our hospitals here, it is estimated that treatment of illegals is a significant contributor to higher insurance rates. Same is true with our auto insurance, which is 5-10% higher than in states just north of us. The Chronicle did some articles a few years ago that exposed that this is almost entirely due to insurance companies needed to cover uninsured motorist damages (which are themselves about 90% from illegals).

So while it isn't the main issue with regard to health care reform (that is still the overall high cost vs. value in our system), it can't just be ignored. And it especially shouldn't be ignored by Democrats if they want to take away a wedge that Republicans will use against any plan.
