split the pieces up as follows:  Orange, Green & Blue, all told, go to the upper 2% of the population in salaries, annuities, retirement packages, new acquisitions, profits, losses, ...most of the real-estate and, well...heck, pretty much the entire GNP; Yellow goes to the remaining entire population...and shrinking with every new tax and cut-back. 

Now, you tell me … HOW … to stimulate it?  The only way to stimulate this is to bake another pie.  BUT we’re ALL OUT OF MATERIALS.

…so just hold your package, find a place to warm it when it needs warmin, warm that warm place real good too ‘cause your damn-fortunate to have it warmin you, plant a tree, hug a loved one, and quit thinkin politicians are EVER gona do anything excellent again. (that way if they do, it's both a boon & a neat suprise)

& that's okay, ...though, 'cause it's our way of life us humans; THREE CHEERS...& have another beer.
