Not cynical, that's the truth. It all goes back to the give-a-fish, teach-fishing argument. Putting non-stimulus-related pork into the bill is exactly what deepens cynicism of the public. 1% or no, pass other spending bills on their own merits. All this will accomplish is people wanting to resurrect the line-item veto and thus transferring even more power to the executive branch.
