The Feds did that in Rocky Mtn Montana. The rule had been one could obtain a day permit, go in to the forests and haul out all the downed timber one you could. For personal use, or for sale. It had the benefit of clearing the forest floor of tinder, and providing heat and/or some income to a by then economically depressed region.

But the Feds said no more.
