It sounds like the last AP did not brief the new one on the flex time schedule or policies. Is there a written Policy memorandum, and do you have to submit a estimated schedule? We had a situation at my job - the policy was not defined, but allowed (informal). Complaints of abuse were coming in, so they wrote it out and had everyone submit a estimated schedule, which included their preferred option for make-up times. If the policy is informal, perhaps it's time to fomalize it.
