Ok...I think I figured it all out EEE. Here's the thing, George Bush is a big fan of George Carlin. He likes the fact they share a first name, that way he only has to remember Carlin's last name. Well, Carlin once wrote a list of rules to live by and I believe Bush read them and has taken them to heart.
This will help explain everything. Here's rule number 10 from Carlin's list:
10. Never give up on an idea simply because it is bad and doesn't work. Cling to it even when it is hopeless. Anyone can cut and run, but it takes a very special person to stay with something that is stupid and harmful.
