Yes, obviously these biological agents were sent, but do you really seriously think the intent was weapons use?  If you read the list, most of the material was to be used for medical diagnostics and research at a University Lab. Yes, the agents could be "diverted" for more sinister purposes, but just because you see this letter from CDC is no way "proof" in my mind that we "supplied" Iraq with biological "weapons".  It says CDC sent biologicals to Iraq. They also send these agents to other labs, universities.  So what?  What's to prevent ANY University or medical lab ANYWHERE from sending bio agents to ANYWHERE else...There is not one iota of "proof" of anything in what you have submitted.  Don't be so naive.

Now...on the other hand, I do not hold the US government blameless for much of the world's ills...especially where they have fostered the "seeds" of malcontent, warfare and strife, but this notion of "US gave IRAQ viruses"...ergo...what?  It doesn't prove they were used for anything other than they went to Iraq, and to a university research facility...Just think of all the other chemicals, weapons, viral, rikettsial agents that US sends all over the world.  Yep..business as usual...don't know if one can make a conclusion of "cause and effect", though.
