Kent, I don't see the U.S. Constitution mentioned in the Earth Charter links you cited. The Earth Charter seems to be mainly an initiative by the U.N. to get international consensus and cooperation on global issues like environmental responsibility, human rights, etc. Sort of like something Greenpeace or Amnesty International might promote. I don't see how this could be construed as a governmental or authoritative document.
