The lynchpin here is Maxwell. She and her lawyers are not stupid - and they have cards to play. A deal has to be structured in such a way that avoids any possibility of testimony under oath/perjury. That is going to be nigh impossible. The other variable is Congressional Democrats & Prosecutors - whether they will be aggressive advocates or roll over - I'm not holding my breath on that one.
We could get previously unknown or shielded victims going public out of left field, but that's a low odds proposition and they would need solid receipts.
So we're left with the slow "drip, drip, drip of gonorrhea".
