That is the gameplan to declare various types of emergencies so that he can avoid oversight. It is how they believe they can unlock executive powers. 

My feeling was/is that he would begin to set examples to show that he was going to unleash hell on the country and the very first example had to be pardoning the J6 criminals because that is the signal that if you commit crimes in his name, there will be no punishment. It will now be considered "patriotic" to use violence in the name of Trump, including attacking police. 

The way things work with Trump and these people are the public examples will need to become more and more cruel and hideous to generate fear in the populace. There is no subtlety and no secret to what he does, when you think you have reached a bottom, he finds a new bottom. 

His opening gambit as he came into office was to pull a crypto scam, which would have had oversight and been a problem but the reason he did the $TRUMP coin was to show, I can do this scam openly, and nobody can stop me. He was just testing the waters. It was an example to illustrate his power to use the office to enrich himself and other wealthy people. To show no law applies to him or them. 

He is about to screw everybody but his wealthy donor class...well, really he has already started.
