I seem to remember reading somewhere that statistically countries that use the death penalty for crimes such as murder actually do not have a lower murder rate than countries that do not. In fact am I right in saying that the US has the highest murder rate of any developed country, certainly higher than here in the UK.
My 5 cents/2 pence worth would be that there is a higher corrolation between firearms availablity and murder rate, and so if you want to reduce murder rates, then introduce gun control.
