Jeebus Peter. Somehow I've just got around to reading this. We had a backyard neighbor who mercilessly yelled at his dog as well. We heard that guy way more than his dog. Sometimes I wondered if there was even a dog.

Thankfully our neighbors now fly some combination of a Greek flag and a Browns flag. Not great, but tolerable.
