Well, is it not wonderful how the mind works when it comes to memory?

Apparently, this petered out way back in 1974.  I thought it was more recent and had thoughts that Reagan had tried to use it over things like his fight with traffic controllers back in the 80s.  Also, I did have memories of how gasoline consumption and speed limits entered into the use of this when states were starting to have the desire to raise their speed limits (for a bit there I was concerned Carter threatened this during the gas shortage of the 70s). 

But I also seem to remember that there was squawking back in the 80s over states resisting raising the drinking age to 21 (that was around 1984).

With a bit more looking around, it seems every president wanted this power and while Trump was president he wanted to resurrect the ability for a president to have the power again to do such a thing (from what I read, it looks like before funds can be withheld both houses of Congress must also approve it).

But back to 74?  Shit, I was only ten then, I sincerely thought this re-emerged somewhere during the Reagan years.
